CP Grants Modification Process

To help you become more familiar with DOL’s grants management process, the National Program Office for the CP Grants is sharing guidance from the ETA Grantee Handbook that explains the modification process and the types of modifications that are possible.
The Grantee Handbook includes a modification checklist and a step-by-step description of the modification review process and timeframe.
CP Grantees must submit an amendment request to their FPO and obtain approval for any changes to the Statement of Work and other areas of the grant agreement in the Notice of Award.
Items that require pre-approval from your FPO are:
• Change to the Statement of Work (SOW)
• Changes to enrollment or outcome targets *
• Change to service delivery and/or training sites (varies by grant program)
• Budget realignment
• Change in your authorized representative/point of contact
• Changes to partner(s)
• Change of address
• Change of organization or institution name
• Incorporation of, or changes to, your negotiated indirect cost rate agreement (NICRA)
• Purchase or lease of equipment
• Period of performance extension
Keep in mind that all modification requests must include a written description, on your organization’s letterhead, and justification for each proposed change to the original program plan and/or budget as well as all related documentation with changes, such as Project timeline/narrative, Letter of Commitment/Memorandum of Understanding, Budget narrative, SF-424A form, and additional information to support the request to your assigned Federal Project Officer.
The process for modifying a grant can take between 30 and 60 days to complete and requested changes cannot be implemented until final approval from the Grant Officer. Please review the Grantee Handbook for detailed guidance on How to Submit a Grant Modification Request, and contact your FPO for additional guidance and support.
*Reductions in target outcomes will not be approved except in the most extenuating of circumstances. However, an increase in outcomes, shifting of outcomes in sub-categories, or shifting annual target outcomes may be approved, if appropriate.
